Think landed cost, not freight rate
A container can cost the same at sea and wildly different amounts once it lands, depending on how quickly it clears, how soon the empty goes back and how much of it is air. Every tactic below targets the total landed cost. For how all the pieces fit together, see our complete guide to shipping to Lae.
Plan around the schedule
Services from Australia's east coast to PNG commonly run on a fortnightly cycle, while some Asian services are weekly. Align purchase orders with sailing dates rather than shipping whenever an order happens to be ready. You'll avoid last-minute premiums, rolled bookings and part-filled containers. For seasonal peaks, particularly before Christmas and during major project phases, book early and confirm space.
Fill the box, or choose the right one
- Consolidate orders. Combining two half-loads into one full container usually beats two LCL shipments once destination fees are included.
- Pack efficiently. Standardised pallet sizes, cartons that stack and a proper load plan can add meaningful volume to every box.
- Match equipment to cargo. Light, bulky goods belong in a 40 ft high cube; dense goods often fill a 20 ft by weight before volume.
Our FCL vs LCL guide helps you find the crossover point for your cargo.
Buy on the right terms
If your supplier controls the freight on CIF or CFR terms, you may pay for it twice: once in the product price and again in inflated destination charges. Moving to FOB and appointing your own forwarder gives you control of the routing, the carrier and the destination fees. It also lets you negotiate free time directly. Since duty is calculated on CIF value, cheaper freight also trims the duty and GST base a little. See how PNG duty and GST are calculated.
Negotiate free time and return empties fast
Demurrage and detention are the most avoidable costs on the Lae run. Ask for extended free time when you book, particularly for Highlands deliveries, and get it in writing. Then protect it:
- Have your broker lodge the import entry before arrival. PNG Customs accepts entries up to five working days before the goods arrive.
- Pay the assessment immediately. You have five clear working days, but every day you wait is a day of free time used.
- Unpack promptly and schedule the empty return as soon as the container is delivered.

Get the paperwork right first time
Clean documents are a cost-saving tool. Accurate descriptions, correct tariff classifications and values that reconcile with payment records reduce inspections and queries, and avoid penalties that can run to 50% to 200% of any shortfall. Use our shipping documents checklist with every supplier, and for unclear classifications, ask your broker about seeking guidance from a PNG Customs tariff officer before you ship.
Use the tax settings available to you
GST-registered businesses can generally claim credits for GST paid on imports used in their business. PNG also has an import GST deferral scheme, approved by the Internal Revenue Commission for taxpayers with a good compliance history, which can ease cash flow on large shipments. Talk to your tax adviser about whether you qualify. Some projects and goods also have gazetted duty exemptions; your broker can tell you if any apply.
Prevent quarantine costs at origin
Cleaning a machine properly in Australia is far cheaper than cleaning, treating or re-exporting it in PNG. The same goes for replacing untreated timber dunnage with ISPM 15 material. See our NAQIA biosecurity guide.
Where not to cut corners
Some savings cost more than they save. Don't skimp on marine insurance, don't choose a customs broker on price alone, and don't undervalue goods on an invoice; PNG Customs asks for payment records and can penalise undervaluation heavily. A reliable broker who lodges early and communicates well will save you far more than their fee. Our guide to choosing a freight forwarder or customs broker in Lae explains what to look for.
